28-year old Matthew Thomas Dillon - the Brit behind Windmill- undresses mundane details in life and redressses them in swirling pop choruses and low-fi orchestration. The result, Puddle City Racing Lights, is ambitious and euphoric. Flourescent Lights is a whimsical piano reverie- with a throbbing chorus and intermittent electronic experiementation. In "Tokyo Moon," he unleashes lyrics in a witty whine- over an evolving indie pop-rock hook (my favorite: "The drugs were doing things you already could.") His voice, that sounds like Band of Horses' Ben Bridwell with his nose plugged, adds character to already richly orchestrated creations. Check it.
